Windows itself was already up to date, and when I tried updating the driver, it told me it was also up to date. I downloaded the Windows 8.1 driver from the Canon web site and installed it. That seems to have fixed the problem. Compatibility mode was not necessary, but it did take a restart before Photoshop recognized the printer as a scanner. Just be sure you have Windows 8.1 selected as your OS on the download page. If you're going there on your Windows 10 machine it will default to Windows 10 and not give you a download link.
