Try this location and see if you can find one for your computer If you computer is a laptop the recovery is probably on the hard drive. Check with the HP website to see how you access it. You don’t say what version of Windows you are running but you could backup your data and do a clean installation of Windows 10 if that’s what you are running. You can download Windows.iso files from Microsoft. If you can’t boot your computer you can backup your data using a Ubuntu disk to boot your computer. What type and model of computer plus what version of Windows you are running and what problems are you having, is the computer bootable or not etc. You might not be able to do that because most of the OEMs (like HP are douchy and want to charge you for a disk). You can try to get one by claiming that they are supposed to provide media for the OS (they provide it on the HDD which is BS). They are obligated to provide one and, if you are crabby enough, you can probably get them to send you one for free.
But don’t bother. The good news is that you don’t need one. You can download both Windows 7 and Windows 10 installation media from Microsoft and get the drivers from for your machine. This is much better because that image will not be loaded with OEM crapware and bloatware and McAfee AV (one of the worst AVs around).
